In order to craft the Late Summer Fashion Set you will need the following sets:

Wheat Set (2nd prize from Wheat Egg)

Sweet Set (2nd prize from Sweet Egg)

Spring Set (2nd prize from Spring Egg)

Cooling Set (2nd prize from Cooling Egg)

Laurel Set (2nd prize from Laurel Egg)

Crescent Set (2nd prize from Crescent Egg)

Once you have all the requirements, just access to your Bag > Synthetic and just look for Late Summer Costume Pack ( You will be able to craft the Rare one only if you have all the previous sets on Rare)
